Chicago building inspectors filed ten elevator citations against the 955-unit Outer Drive East condo tower on July 20, city records show. The building now carries 48 open violations — including a second elevator-inspection round from June 12 and a Car D order that has been open since January.
NEAR EAST SIDE — Chicago building inspectors filed ten elevator citations against Outer Drive East on July 20, according to the city's Building Violations open-data portal, which returns exactly ten rows entered that date at 400 E. Randolph St. — all carrying open status as of July 24. The filings add fresh enforcement pressure to a 63-year-old, 955-unit condominium tower in the 42nd Ward that is managed by The Habitat Company and now carries 48 open violations in city records.
Two of the July 20 citations are identifiable by number. Violation 7518466 covers elevator Car G: the Department of Buildings found the building failed to "maintain electric elevator equipment provided at premises in safe and sound working condition," requiring a counterweight drop test, empty/full load testing, and secondary stop-switch testing under city ordinances 13-196-590 and 13-196-630(b). Violation 7518264 covers Cars 8 and 9: a pit stop switch not repositioned to the required minimum of 18 inches above the landing sill.
The July 20 batch is the second elevator inspection round this summer. The city's portal also shows two elevator violations entered June 12 at the same address — both open as of July 24. Separately, elevator Car D has carried an open violation since January 23, 2026, predating either summer round. The 48-violation total the portal returns for the address as of today spans all three time periods; none of the elevator orders in any of the three batches has been closed.
Elevator enforcement at 400 E. Randolph falls to the Department of Buildings, not the state. The entity responsible for common elements, including elevator shafts, is the 400 Condominium Association — incorporated in 1973 when the original rental tower converted to condominiums, the largest such conversion in Illinois at the time. No current building permit appears in city records. The city's 311 system shows 192 service requests logged at the address.
At a 40-story building completed in 1963, elevator maintenance is an association budget problem before it becomes a city enforcement problem. The record at 400 E. Randolph — thirteen open elevator citations across three inspection events this year, none yet closed — suggests the enforcement phase has been running since January.
